It reminded me of when we lived in the San Diego area. There was a bridge that connected Coronado to San Diego. Every so often, someone would decide they were going to jump off it (into the ocean) so they would have to close the bridge while they dealt with the jumper (who always decided not to jump after being intervened upon) but it would back up traffic in the surrounding area.
