Here in Oregon we have to get our cars through a DEQ inspection (Department of Environmental Control.) I always rejoice when my car passes and I get that sticker.
It's similar here, Stephen. They test emissions, see if your car's computer has thrown any codes in the last 50 miles, test brakes, wiper blades, all lights, the horn, and just generally make you nervous until you get that sticker each year.
